OK, NEW AT THIS, JUST A QUESTION FOR WHO EVER KNOWS THE ANSWER. I HAVE MADE A CUSTOM MAP OF 260X260 MY OPTIONS ARE SET UP TO WHERE I CAN BUILD THE FP AFTER 23 CITIES BUT I STILL GET TOO MANY CITIES MESSAGE BEFORE I FILL UP MY CONTINENT. IN A PREVIOUS GAME I PLAYED MAP SIZE OF 160X160 AND HAVE OVER 100 CITIES GOING I AM TOTALLY CONFUSED.

The maxium TOTAL of all cities in any game is 512. If you count the total of all the cities on your little map, I bet you have reached the max limit of 512, and that is why you can't build any more city.
