took city by culture with Relic - cannot move into city - Germans cannot take it out?

Ok - I took a german city by culture - it has the Relic of the Cross and it is still calling it German - I cannot move into the city with a German unit in it, and the Germans cannot seem to take it out despite numerous attempts in asking then diplomatically to remove it. Any suggestions?

Trade the city back to them. Then on the same turn move units into the city and take it back.

Much easier. Just build a unit there, and use it to pick up the Relic.
