Toolbar crashing.

Sometimes when I turn the computer on, the toolbar crashes. Usually after turning on I have to wait ten minutes before I can do anything but if the toolbar crashes I can't do anything and I have to turn the computer off and back on again.

I thought every Windows computer has a toolbar at the bottom of the screen.

You are talking about the taskbar.

Solution to your problem (and all the other ones you've been writing about): reinstall windows.
