Tooltip for university in science screen is wrong

Hello Thal,

playing 8.6.16, I noticed that the tooltip for the university shows in the science screen a +33% science bonus, but in the city screen this is +50% which seems to be used in science calculation.

Thank you for bringing this up. Patch 1.0.1.332 made Free Thought increase the yield of Universities to 50%, and I forgot to add this to the tooltip for the policy. I've fixed the tooltip for v8.7.1.
