Tooltip help

Sorry if this has been posted before but I am new here and couldn t find in the forums.

I need to know if the tooltip that pops up in the lower left corner of the screen when I hover the mouse over some city or something can be changed from the transparent overlay to a solid colour in order to make it more easy to read.

I can vaguely remember discussions on doing things with the Tool Tip but if I remember correctly no one could get anything to change as it is all done in the exe for which we have no, or minimal documentation and no access to.
