Top 5 cities - what counts?

I think you mistook me. I do not think that I said that wonders do not count at all. I just think that culture is top priority.

One can test this out by editing the culutre out of the wonders and running a test game. Anyone up to the task?

I thought you meant that wonders count only because of them producing culture. Sorry for misunderstanding you.

I agreed with Sealman.

I've had relatively newer cities with 2-3 wonders with 20+ points of population ranked behind enemy Captials with just one wonder and only 12 points of population.

The only explaination is that the AI capitals has more culture. Since the Capitals are generating culture from turn 1 and more often than not buld culture generating improvements in them..

The only other cities I've manage to get on the list are always one of my first 2-3 cities that have wonders/cultural IMprovements bulit early.
