Yes. That initial civilopediatag is a reference. The actual text tags use that as a beginning and end with something like "_HEADING, _TITLE, _TEXT_1, _TEXT_2" etc.

EDIT: Can I just use the CIV5_Civ tag for pedia entries, or do I have to use the headings and text tags for it?

You have to use at least one heading and one text.

Well you don't need one heading, but I recommend it.
