After a bunch of jokes posted on "Missing Important Technologies" in this same section, I thought we might as well have a thread dedicated to the most inane techs that could have been included in Civ3, but were not (bless your heart Mr. Meier).
True to life history and stuff, like the all (un)important Suburban Culture tech, that allows your cities to build Porcelain Lawn Flamingoes. Causes um, happiness, but if it's a city near another civ they might very well declare war on you before their property value goes down.
Prostitution, allows you to build Bathhouse in a city, giving happiness but raising chances of Disease striking the city. And a no-build for religious civs.
Brewing, for the all-important Cold Beer (hey no joke actually, before clean water was available alcohol was the only safe liquid to drink after a few days of storage). Happiness at the cost of shields? And you'd get to see Montezuma red nosed once in a while.
And of course, The Forum, which provides this site's address whenever you get the losing screen, hurray!
