Tower of Mastery DoWs

After doing my first tower victory the other day as Dain (it took so long I don't think I'll bother again), I noticed that Cardith with whom I was friendly DoWed when I started the tower; as expected since I'd read that earlier. After awhile though I made peace with him, and we were still friendly; he never did attack or anything despite top power in the game.

Then he DoWed again; I think he was still at friendly, but I wasn't watching carefully as we'd been friendly the whole game and I didn't think I was in any danger of attack from that direction.

does the tower cause repeated DoWs, or just when you first start to build it? I can't figure out if the tower caused the 2nd DoW or if he somehow dropped below friendly, though I got peace yet again and he was still friendly. Or is Cardith like Cathy in BtS and can be bribed to DoW at friendly? Can anyone be bribed to DoW at friendly in FFH?

And for even more questions, that tower game went on so long that the mercurians actually became a force; what do I have to research so that when Basium is on my side he gets those angels of death and repentant angels etc?

The strong angels are mostly at the same technologies as T4 units for regular civs. I think Ophanim and Repentant angels are at Warhorses, Angels of Death are at Guilds, Heralds are at Animal Mastery, and Valkyries are at Divine Essence. Keep in mind that Basium can't build those units; they have to be upgraded from regular angels that have gotten to level 4 or level 6.

As for the Tower question, I don't know that either. I think the second DOW was probably due to the Tower, though. Was it exactly 10 turns after the peace treaty (which would be the earliest he could re-declare)?

hm, i don't know, didn't pay that close of attention but I suppose it would make sense. he was the only leader in the world not at war so when he re-DoWed i just thought of it as an individual thing. Thanks for the Basium info.
