I dont know why this is happening..but at times my towns will stop producing. They say you can delay production...zoom in....or abandon the town. I think it's the same reason how other times when building a wonder they switch it to something else half way through. What am I doing wrong? I suspect it's not enough shields? how can I get more when the town shuts down?

If those are the options you are given, you are trying to build a settler in a size 2 town, or a worker in a size 1 town. Settlers take away 2 population points & workers one pop point.

In the case of a wonder, it is because another civ has just built that wonder, and only one of a wonder can exist in the world.
You need to time the settler/worker to be finished on the turn that the town grows beyond the pop points required. If it is gonna be awhile, you can build build a unit or improvement first.
