In the last GOTM, I got into a situation where the AI civs would only offer me Gold per turn in trades. If I even added 1 gold or even a World or Territory map, they would refuse. ("They would never accept a deal like that" or something like that...) 
It was kinda humorous that trading something like Ivory for 45 gold per turn was acceptable, but for 1 gold (total) was not.
Does this sound like a bug, or could my reputation have been so screwed up that they didn't dare to give me anything outright? I don't remember breaking any agreements myself. There were a couple that were broken by the AI, one when Japan declared war on me while we had a Luxury for gold-per-turn deal on, and the other when China made peace while we had an active military alliance.
