Trade Connectivity

Curious observation yesterday, I had an AI Civ capital isolated away from the shore and was looking to isolate it from the luxury/strategic resources. I pillaged all the roads cutting access, and it still had all its resources, turns out it was using the harbor of one of my cities for connectivity. That just at right!! I'm playing 1.17F PTW, wondering if this is the same for Conquest/Vanilla?
 
As long as you are not at war, it can use any ones access. It just needs to have the requirements. That is the tech to use any sea or ocean tiles, if any are part of the route. roads are the same, but they need to be connected to the capitol and to the other nations.
 
I'm confused. If the city in question had no roads, airport or harbor, how was it getting resources from you? Also, if you were pilaging it, weren't you at war with it?

I wasn't currently at war, I was pillaging my terrrain to isolate road access. It wasn't getting resources from me, it was using my harbor to get resources from its trading partners or its own other cities. As soon as I sold off my harbor all its resources went away, just interesting to note.
