Trade unit + great person unit selection difficulty

I'm having a problem with BNW selecting a great person again if i've told it to do nothing for a turn already and there is a trade unit inside a city. Is there a way to cycle which unit is displayed on the top most layer or is this something worthy of reporting? thanks.
