Domestic and International trade aren't and should not be comparable. One involves necessary internal commodity movement, the other involves economies, differing cultures and vast potential gains of wealth.
Don't track them with the same trade route limit.
Additionally, I don't believe internal trade should yield gold, and ocean based trade should yield significantly more gold than by land.
Ships and navies should be able to protect trade.
