I would put money on this. HEre's what happened I bet:
Dev's didn't like that money AI was giving for resources early game. Decided to halve it. (Good idea actually). So they changed the number Ai will GIVE for a resource to 150. However, Ai is still VALUING resources at 300.
So basically, the AI believes that resources are still worth 300, but they will only give 150 for them. One piece of code they wanted to change wasn't changed. I bet this will be fixed in the next patch.
