You are assuming you know exactly the point values of these moves, and that there are no other rules to the game which might change the outcome. Dont be silly, this is a terrible example, and in no way shape or form could a game like Civ V ever be put into such simplistic terms.
Read what I quoted as well. It's a good example that's widely used in many games.

well yeah, but that's likely true. Especially if those rumors like "they purposefully imbalanced the game and nerfed the AI after the beta testers played it but before release" are true.
 
I've already tried this out, so I don't think it will work, unless you can really get the AI to luv your nuts, but I really wanted to do some financial finagling and see if I could lend out gold to other civs in return for gpt. If I could get them to pay interest on that kind of deal, I feel like I could become some kind of global financier.
