Trading resources issue...

A very strange thing happened to me, and I'm wondering if I'm missing something or is it a weird bug.

Anyway, after I got Steam Power I realized that I had no coal in my territory, and I saw that the Americans had two, so after I got them up to speed technologically, I went to the diplo screen to see if I could bum some coal off my buddy. But, it said "Coal (0)." So I looked and found that one of the coals was not hooked up. I sent a worker over in a boat and built a road on the coal, then asked again for a trade, but it still said "Coal (0)". I even sent the worker to check out the other coal location. Both resources are connected to the capital and we have an ocean route, so why can't I trade with him? In the time between me finishing the road and then opening the diplo screen, there's no way he could have traded it to an ally. Am I missing something obvious here?

The Aztecs also have an extra coal that I can hook up and ask for, but this is just very curious so I wanted to see if it's happened to anyone else.

I uploaded a save, in case anyone is bored maybe you could take a look at it. (Yes, in this game I kept the name Pachacuti, but I changed the title to "Peebo", so now I get "we love the Peebo" days :))

Well, if the worker finished the road on the interturn, the Americans could have indeed traded away the coal before you could ask for the trade. The only way to prevent this would have been to send over a big enough stack of workers to road the coal in just one turn.
 
i just decided to conquer the aztecs instead. problem solved!
