Transferring iTunes

It seems like everywhere I go and everyone I talk to gives me a different answer. I need to know how to transfer my iTunes library, playlists, etc., from one PC to another, while keeping song rating, play count, etc., intact. I've heard it's possible, but again, I keep getting different answers. Any help would be greatly appreciated.
