Trouble with chat/diplomacy window

while playing civ gold on the net i found that i couldnt pull the chat/diplomacy window out of the top left corner. 3/4 of the window was covered so i couldnt negotiate with my bud. tried changin resolution but it didnt help. appreciate some help with this problem

I'm not 100% sure I understand but if you mean you putting the chat window "in the background" to avoid the annoying pop up during your turn then you can use the foreign minister/chat with kings menu AGAIN to bring to the "top" or there is a keyboard shortcut.

On MACs you can just click on any exposed portion of a menu/screen to bring it "up".
