Trying to connect

Civilization III is just my favorite game.
I've been frequenting this website for I think.... 3-4 years now?
I just have failed to really connect with any of the players here. So. This is my attempt.

Well, to connect to resource, whether it is a luxury or strategic resourse, you need to have a road in that tile and it needs to be inside your cultural borders. If it is not inside your cultural borders, it still needs a road and then you can convert a worker into an Colony, which makes that tile part of your kingdom, at least for a while.
