Did the AI give you a hard time about settling so many cities, or were they cool with it?

Yep it was fun way to do it. Settling cities is my favorite part of any civ game. Alex and Shaka grumbled about it a little but I was so far ahead in tech they never did anything. I was actually friend with most of the rest.
