Does anyone happen to know if full honour prevents you building the writers guild?

No, not at all. Did you capture a city with the Writers Guild?

No still only have 2 cities both of which are my own. I cannot built writers guild in either of them

Just reloaded my save and the option is back. Very strange.

If you can capture a screenshot of the message about the Writers Guild it might help to know what happened. We also have a Civ5 Bugs section of the forum for reporting such things. I have never heard of this before.
