IIRC C3B was going for the Wheel.

Yes, the agreement draft that was discussed says that we trade from C3B Monarchy + The Wheel and we trade Currency + Code of Laws to C3B. The Wheel should not take more than 4-5 turns from them. If it would be more, we can suspect that they are trying to stockpile cash to upgrade warriors to Immortals and this is not a very pleasant news unless we firmly decide on a joint invade-the-other-continent-and-kill-them-all plan.
