Dune: There are a few improvements we can do before the borders expand.

Drop science to 10%, or whatever is needed to finish Steel.

Add Scientific Method, Communism to the research queue.

Capital: Change Barracks to Settler.

Holy City: Apply overflow to University, then whip one more missionary.

Overlook Bay: Wait 1 turn before whipping the Forge. (So overflow + chop completes the worker in 1 turn.)

Mighty Bulwark: Move citizen from hill to grassland forest. This puts the city 1 food short of three-turn growth, we can get the last food by working the watermill in 3 turns.

Classical Hero: Cancel the lumbermill and help build the watermill.

General_W: Finish the mine. Move 2E to the forest. Prebuild the invasion road for 1 turn, then cancel it and start chopping forest (all in the same turn). We can finish the road whenever it is needed.

Lost_civantares: Mine the grassland hill.

Capital: Micromanage to finish Oxford in 2 turns. (Engineer + Al-Kwarizmi should do it.)
