TUT:Complete Guide to Creating Units in 3ds Max

I have a question again. The tutorial makes reference to something called "CivilizationIV Animation Manager". I assume that it's a plugin for 3D max that I have to get somewhere. But google is giving me nothing. So can anyone throw me a link or something? Using 3d Max 2014.

Also the tutorial makes mention of example files. Does anyone have those?
