Two civs make wonder same turn how resolve?

I was building the pyramid. It clocked down to 1 turn remaining. The next turn I received a pop-up saying that I had built the Great pyramids. It was missing the movie animation with the zooming in as if from a plane.

I checked and it was not in my building browser. I received no settler.
I checked f4 and america had just built it.

I reloaded 4 turns back and tried to manage citizens better. It happaned again. America built it the same turn!
I thought that player 1 should get the prize since they're first right?

What is the civ policy on this? What is the Thal policy?

I would at least see some kind of prize for missed world wonders.

Civ 4 used to grant a large gold amount.
Why can't we institute this here?

You already get gold at a one gold/spent hammer ratio.

This sort of thing is handled in the game core, which only Firaxis has access to.
