Two part victories?

Would it be possible to make winning the game a two part victory? I mean by conquering the world, and then later on launching the space rocket, or getting a diplomatic victory and launching the rocket.

To me it makes sense, you've shown the world you're not to be messed with militarily, or that you're a powerful nation diplomatically.

If you launch a rocket you will win and you can still play and conquer the world but it won´t change a thing.

Yes, you can mod different victory conditions. The challenge is making anything else that hard after you already accomplished a conquest victory. Would it really be that enjoyable building a spaceship once you have dominated the planet?
