Two Settlers! Where to Go?

All right. We have 2 Settlers at home port, and no orders for them.

So, Poll is ready for your votes.

Yes, there are 17 Sites under consideration. Fortunately, they are divided into Eight Sectors, most with 2 choices, but there's 1 with 3, 1 with 4, and 2 with only 1.

Because of the higher than usual number of settlers awaiting orders, i.e. 2, I will allow up to three votes per person.

The Top 2 Locations will be settled at all possible Speed, DP's discression. If the Top 2 are in the Same "Sector" (i.e. have the same numeral), the site with the higher number of votes will be settled, and the next site down the list with a different numeral will get the other settler. (i.e. just like Noldo's August 24th Poll.)

Also, note the locations of 2 East and 3 NW. They're right next to each other. So if both are the Top 2, then the one with the Higher vote is settled. If 3NW is the Winner, than 2W will get the 2nd settler. If 2E is the winner, then the leader among 3 NE, 3 SW, and 3 SE will get the second settler.

Before you vote, I would like to explain the purposes of each Sector, as I see them:

1: Base and present Northern Extent of Expansion into Zululand.
2: Froniter City with Gold Mine (Blackheart)
3: Denial of Roman Iron
4: Salvaging of Silks and NE Coast.
5: Denial of Transportation between Pompei and Rome (Civman)
6: Securing of Resources and SW Coast near Babylon
7: Securing of Gems in light of Rome's recent expansion
8: Forward Base for attacks on Rome and perhaps Iriquois.

This poll will last until 1 Hour before the Turnchat Starts. In case of a tie between multiple sites in different sectors, the sector with the most total votes gets Priority.

In the Case of a tie between sites in the same sector, the Domestic Minister prefers, in order of personal preference:
3 SW,
1 South,
7 West,
6 has 1 site,
2 West,
4 South,
5 South,
and 8 has 1 site.

I should've mentioned it earlier... 8 East is already locked in, due to outstanding instructions in the previous turnchat. I have already directed the President to use the Settler SE of Epolenep to settle at "8 East" regardless of the results of this poll. (Note the arrow by the Settler Pair in the Southern Insert.)

This poll deals ONLY with the two settlers newly created.

Why? 8E is a horrible city placement site. It's too far away from the capital at this point with our poor road system. It's basically giving away a free city in time of war, which is imminent.

I voted for all the 1s,2s,3s, and 4s. It is imperative that we secure thse general spots so we can consolidate our territory and create a defensive barrier.

As for "8 East" (the 3 Cattle), that site was decided on in the Previous thread back when Noldodan was in office. While I may disagree with the position of that particular city, I feel that I do not have the authority to leagally change this instruction unless I feel it cannot be followed.

Now, if Elippi expands before 8E is settled, then I may have some leeway, in that the situation would ahve severely changed...

My other would be 4NE. It would be insanity to miss out on a whale, it was also insane that we missed out on the silks but that cannot be undone, unless we overtake Pomeii but this is not the right thread to be talking about that.

The current leader of the poll (sector 1) is like surrendering everywhere else on the map to the respective opponents in that area.
