I'm no modder but I thought I should contribute with this suggestion since I kind of wanted a military aspect of the U.N.
When the U.N. wonder is built all players get the option to build a national wonder that allows a civ to send x amount of peacekeeping units when the U.N. passes a peacekeeping resolution. This national wonder would create the amount of troops you would want to send. One unit would cost 20 gold. The units would not be able to participate in combat in a traditional way and would cost 5 gold/turn in maintenance. The units would not be able to be controlled by the owner when they are sent away. The units would have UN camouflage and would be garrisoned in the conflict areas cities if they are successful (se below for more details). When their mission is complete the units will be disbanded. Building the national wonder and contributing with troops would improve international relations.
If a war between two or more nations continues for let's say 20-30 turns. The general secretary would then be given the option to propose a resolution that will allow UN to send peacekeeping forces. All civs with the national U.N. wonder will be given a choice if they want to send troops. If the civ want to send troops it must send at least of 1% of it's military power with a maximum at 10%. When the peacekeeping troops are gathered they will be sent to the conflict area. The civs in war will then be given the option to submit to the will of UN. If both sides submits a ceasefire agreement will be put in place for 10 turns. The UN forces will be locked in the area keeping the peace for that amount of turns. No other nation would be able to declare war on those countries where the peacekeeping forces are enforcing the peace. After that the UN forces are withdrawn and disbanded. Sending forces to a conflict area where they successfully enforce peace will affect you positively. The citizen in your empire will be happier (+1 happiness in all cities) because they have contributed to make the world a better place.
But if one or more of the involved countries in the conflict denies the peacekeeping forces entry, a roll will be made which will determine if the peacekeeping forces will be successful in forcing the involved parties to a cease fire agreement. The more peacekeeping troops sent, the better chance to succeed. The chance of success should be calculated in some kind of ratio between peacekeeping forces and the opponent/s forces. If successful the refusing side/s will take damage in lost troops and a ceasefire agreement will be put in place like above. If the UN fails because too few peacekeeping troops were sent so will all sides take damage. The surviving UN forces will be evacuated and disbanded. The general secretary will take the heat and will be forced to resign and will not be able to be nominated for the general secretary post for the next 2 elections. The conflict area will remain in war until they both settle for cease-fire.
