UB Production boost for improving nearby resource

I'm trying to make a UB that gives a production boost when a strategic resource is improved nearby. I'm not too sure how to determine if the tile is valid though. I've found some things like "IsCityRadius" and "IsPotentialCityWork" but will they work and how do I determine the city that they apply to?
 
try to find plot:get working city, that will give you the city that works the tile, and works on the dll, I assume it should be there on lua
 
  1. What's the xml-name of your Unique building
  2. what's the xml-name of the civilization
  3. what resource(s) do you want improved near the city
    • do they need to be worked by the city or merely improved with the correct improvement (or with a Great Person improvement)
  4. what should the effect be when a city has the unique building and the specified resources are improved near the city
    • if the effect is per-improved-resource, is there a limit to how many such improved strategic resource tiles can effect one city
