Unable to build Naval or Air Units

Despite, fulfilling strategic materials - oil, harbor, and in the modern ages, with cruise missible, nuclear submarine and working on fission, the system does not display any ability to build destroyer, battleship, bomber or fighter. What am I missing? I am sailing when my enenmies are cruising!

No, you cannot have Oil. Period. Uranium, yes (Nuclear Subs), but no Oil.
You are either trading it away, or it isn't connected to the cities where you want to build those units. Look at the city screens, "Strategic Resources", and I bet you will see no Oil.

In general, a safe or screenshot from a city would be more helpful to point out problems .
