Unable to build outside City V 1.0.0.167

I can build inside city improvements such as walls etc but not outside such as encampment, aqueduct etc. It happened well into a game yesterday and when i started new game this morning got to turn 82, yr 850BC and tried to build encampment.

Thanks, Is CQUI a mod? I don't have that one. I have disabled all my mods and enabling them one by one to see which one may be causing the problem.

It was the mod for build queue, which has now been updated. AOK now
