Unable to buy a tile

What is the logic for being able to buy adjacent tiles? When I click on buy a tile, the tile I want is not highlighted; and this has occurred for both an annexed and native city. Any ideas?

how far from the city is the tile? Is your current border touching the tile you want to buy?
 
Yes, tile is right on the border. And is actually outlined in pink, but no price offered.
 
It is my observation that you cannot buy tiles beyond the working radius of the city, four or more tiles away. Culture accumulation can pick them, but once your working area is claimed you have to find other uses for your money. The only thing that can grab that tile is another city or a culture bomb.

One can only control what is within 3 hexes of ones city ...
 
There is a small glitch when the "recommended" tile is highlighed beyond your radius of purchase as well.

Is there a recommended tile purchase? I'm only aware of the purple highlighting which shows the next tile to be gained through culture.

I think I mistook those because I always have several on them at once -.- but yea, I meant the purple ones.. hmm, how stupid of me, purple tiles = purple = culture -.- xD

Oh well, I'm playing on Chieftain no biggie :D

The automated tile-choosing routines that your cities use, may well have different priorities than you do. If you want to blow some cash on more tiles, pick the ones that aren't highlighted yet, as they will not be automatically picked for some time yet. Presuming they have resources you are more interested in having sooner, of course.

For buying tiles, I have two prerequisites- does the tile have key resources I need right now (and isn't scheduled to be auto-picked any time soon)? And do I have the available workers/citizens to work it right now? If either of these is no, then it's a waste of gold.
 
Well, when you play on Chieftain, it's not so biggy, I usually just purchase the nearby resources, except for when I want Colossus.

I also try to buy single (sometimes more) tiles that will connect the areas controlled by two of my cities, especially if it has my trade route through it. I try to block off gaps in my territories through which other civs try to sneak settlers into "my" territory.
