Unable to install downloads

I have downloaded several modpacks and scenarios only to have windows tell me it doesn't recognize the "biq" extension name. What am I doing wrong??

.biq is for Conquests (the second expansion).

If you just have a regular Civ3, you want something with a .bic extension. If you have PTW, you want something with either a .bic or a .bix extension.

(You put modpacks and scenarios in your .../Civilization III/Scenarios/ folder, by the way).
