Unable to Play as Incas

The Incas don't appear in the list of Civs that's shown when creating a new game, and I'm therefore unable to play as them. I don't recall seeing them as a computer-controlled civ either. I own all the DLC and have them all activated. I am able to play as the Incas in the New World scenario. I can see files for the Incas in the game directory. I tried reinstalling the game, but that didn't work. Note that I have the game through Steam.

Any ideas?
 
Can you play as Spain? The two came with the same DLC, so if you can play as Spain, then the issue is probably specific to the Inca civ, but if you cannot, then it probably has to do with the game not activating the DLC properly.

Yeah, I can play as Spain, so it does seem to be Inca-specific. I can also play as Incas in the Conquest of the New World scenario, just not in regular game types. Strange huh? I'd appreciate any ideas to try fixing this as I've been wanting to try Incas after reading how OP they are on a hilly map :) Never had that great experience.
 
Hmm, if you run FireTuner at the main menu, is Inca in the list of cached civs? You'll have to download the Civ5 SDK to get FireTuner, then enable it by switching the "EnableTuner" setting to 1 in config.ini, a file in your My Games/Sid Meier's Civilization 5 folder, then run it from the SDK (you can start it up before or after you start up Civ5 proper).

I've got FireTuner connected to my game. Where is this list of cached civs? Is that somewhere in the Table Browser tab?
 
Ah, my mistake, I forgot that FireTuner doesn't let you view the SQL tables directly. Instead, you'll find a few .db files in your My Games/Sid Meier's Civilization 5/cache directory, one of those will be called Civ5DebugDatabase.db or something. You can either attach that file to a forum post to have us look at it, or you can look at it yourself if you download an SQL viewer like the SQLite plugin for Firefox. In the Civilizations table, entry #22 (with an ID tag of 21) should be Inca.

Could I just add the entry for Inca if someone could give it to me?
 
No, you can't, this database gets reconstructed whenever you launch the game (which is why it takes so long to load). However, I also noticed that your Spain key is between your Sweden key and your Assyria key, when it should be after the Mongol key but before the Polynesia key. In short, even though Spain is loading up for you, it's loading in an incorrect way (meaning it would also cause problems in multiplayer). I think your DLC files got a bit messed up; the fact that Inca loads fine in the scenario doesn't matter, because the scenario overrides the game's SQL tables anyway.

Could you try the following? Go into your Steam/steamapps/common/Sid Meier's Civilization V/Assets/DLC folder, delete the entire folder named "DLC_02", then verify your Civ5 game cache in Steam.
 
The plot thickens :) The DLC_02 directory is nonexistent in my Assets directory. I have 01, 03, 04, 05, 06, 07, but no 02. In the game, when I clock DLC, it says that I own all of them, and I can play the Conquest of the New World scenario, and when I right click the game from Steam and hit "View Downloadable Content", they're all checked and installed.
 
I just tried uninstalling the game, deleting any remaining content in the steamapps/common/Sid Meier's CIvilization V, deleting My Games/Sid Meier's CIvilization V, then reinstalling. No luck. When it finished installing, there's still not a DLC_02 directory...
 
Keep in mind that there are two Conquest of the New World scenarios -- the original one (Conquest of the New World) from vanilla and the updated one (Conquest of the New World Deluxe) for BNW. When you go to the main menu and click on Single Player and then Scenarios, what shows up? Are you able to play both, or just the Deluxe version?

If one of them does not appear, you can go to your Steam library, right click on Civ V, select Properties, and go to the last tab (DLC). That lists all of the DLC that Steam thinks you own and whether that DLC is installed or not (last column). If it shows on the list, but is not installed, then there must be a missing checkmark in the Install column of that screen -- check that box and it should install.
