Unable to toggle commerce/hammer tile yields on screen

Hi, I was just wondering if someone could help me with a slight problem on civ 4. Whenever I hit the toggle yield display icon to try see hammers/food/commerce, only the food toggles on screen. The same happens in the city screen. I've tried playing around with things but I can't seem to figure out why I can only see food.

I am running civ 4 in low resolution and low for other categories purely because my computer is only on 512 MB ram and a GeForce 4 mx 440 128 MB graphics card.

Can someone help me out?
