Undercouncil broken

In a recent game, the clan of embers and I (Faeryl) both got deception relatively simoultaneously and adopted the undercouncil and the vote came up for council leader. It was between me and Jonas. Then several other civs (3-4 others- quite a bit) joined the undercouncil within 3-4 turns and the results of the undercouncil leader vote never appeared. its been about 100 turns and there have been no resolutions put forth or anything.

is there a way to fix this?

I've very attached to this game and i don't want to go back and replay that part of the game or anything.

Sounds like a bug to me. Never heard of it happenin before tho. I'd report it to Kael.
 
You built the Nox for sure yes?

The Nox Noctis wonder is not required for the undercouncil so that is irrellavant.
 
It is not required to chose the civic, but no voting will begin unto you build the Nox Noctis.

Strange thing. I was in a very small map, with three players. I had undercouncil, and was the only member. When one of the other players adopted the overcouncil (I assume that happened, since the religion was discovered that turn) A vote came up with me as the only choice. Unless I am misremembering, I think two players have to have either civic chosen to trigger voting, rather than two players with undercouncil...
 
It is not required to chose the civic, but no voting will begin unto you build the Nox Noctis.

Only in older versions. Now you only need two members minimum.
 
Definitely a bug then.
