Unfortunate Graphical Glitch - Models are "See-Through"

I'm running Windows 8 with the game in Windows 7 compatibility mode, on an ATI video card. I'm suffering from a nasty problem where 3d models appear selectively transparent, and showing the rear areas of the models ahead of the portions obscuring them, as seen with the Three Gorges Dam. One demonstration of the issue are the leader, who appear completely invisible.
