Unhealthy Cities - what to do?

Want to solve your health problems forever? Do these:

Prosperity:
All five in the beginning tier
Then...
Pathfinders
Gift Economy
Mind Over Matter
Nature's Bounty
Hands Never Idle
Eudaimonia <---- Health problems solved forever.
 
Eudaimonia is powerful, and certainly the best virtue when it comes to health, but it isn't as good as health problems solved forever.
 
If that's true then a city cannot be health neutral on its own until pop 16.
Not without help from virtues or colonist (artist/aristocrats)
Currently trying to write some guide as health is not very well documented in game.

Since Eudamonia targets unhealth, and unhealth is only created on a local basis, Eudamonia only works locally, right?

Which of the other health effects are global? I'm assuming:
Mind over Matter (P: +7), Joy From Variety (P: +12 for Basic Resources), Public Security (M: military units), and Profiteering (I: trade units).

But Magnasanti is city-based (buildings), as is Community Medicine (Health for pop), as well as Artists/Aristocrats and the Prosperity Synergy 2. So are those all local?
 
All unhealth is global. Eudamonia works by decreasing unhealth, not increasing health, so it must be global as well.

Dunno about the other virtues though.
 
More succinctly, as Eudamonia targets unhealth, it doesn't matter whether it's consider global or not. The effect will always be global.

Qualification: Cities that have marginal or near-equal health to unhealth will have higher levels of "unused" Health once Eudamonia is in effect. This can lower the expected output if Eudamonia were being thought of as "Health."

Can this not be tested as simply as making a nbew city in game> This should not take very long to tease out.
 
The effect is incredibly straightforward as worded. I can't imagine any other way it would work.
 
Nothing seems wrong with your descriptions, save the fact that you say it could be a or b. I mean teasing out a vs b should be as simple as placing a new city while running eudamonia.
