Unique Powers mod in progress...need ideas

The problem with Byzantium having a bonus to attacking cities you used to own is, well, you don't do that very often.

America: All navy units with cargo have +1 cargo hold (can load one more unit/aircraft/missile)

Zulu - From what I understand, they were so successful militarily because they used actual military strategy designed to kill effectively, as opposed to the more common act scary and intimidate your opponent into surrendering (which led to most tribal conflicts not really resolving very much - in particular they had a standard method for a flanking attack. So something involving flanking, or perhaps: when conquering a city, city gets additional -1 population, and all units get +10% to city attack

Also, generic idea for a pillaging trait: Pillaging a tile once successively pillages it until all improvements are gone in one shot: so you would destroy e.g. a farm and a road with one pillage, or more powerfully you could go from a town all the way down to nothing in one shot instead of four (you get the gold for all the pillages). This would make a couple mounted units riding through your territory an absolute disaster, but is balanced by the fact that you should be able to deal with just a couple of mounted units.
 
That Zulu power would be terrible; why would i want a power that reduces population? Asd for city attack, that would be better for to Mongols, or even better: The Mongols heal faster in enemy and neutral territory. So:
In enemy territory, you heal at the rate you would in neutral.

In neutral territory, you heal the same as in your own.
