You can queue multiple attacks with your units. (attack animations activated)
As long as the animations are ongoing the unit cycling does not get activated.
Good.

The problem is when you want to march an army. (tested with quick movement)
After giving a move command you cannot select another unit, the game decides which unit to select next and will override you current selection.
So if you try to queue move commands you usually end up ordering the wrong unit.

The game should simply check if the player has a unit selected.
If yes, don't cycle.
There could be a setting for unit cycling delay during which time you could queue multiple commands.

Or at least, when we disable unit cycling, we should have a key for selecting the next unit that is awake and can move. Without risking to end the turn.

Turns out there is something...
You can break the auto cycle by left clicking an empty tile before it triggers.
But careful, it won't work if you click on another unit, you'll get yo-yo'd.
