Actually the way I understand the new system (and I could be wrong as I haven't really done a perfect job of keeping up) that the old spearman versus tanks thing won't ever happen.

Now, I also admit that I could be wrong-but based on what Soren mentioned in Apolyton, the 'Firepower' of a unit is based on its strength (I assume its the relative strength). If I am correct in this, then a Strength 20 unit versus a Strength 2 unit would result in each hit from the first unit delivers 10 times more damage-each time it hits-than the second unit.

I believe you are correct but that may be limited to period units. For instance, what you say would be true if it was a pikeman versus a pikeman but if it was a Mech Infantry versus a pikeman victory would be guaranteed for the Mech Infantry. Again, I could be wrong.
