Unit Support formula

Are you sure you don't have a production penalty? If you are 2 over the limit, you should have a 20% production penalty. Does the red exclamation mark appear on the top bar? When you mouse hover over Production in the City View screen, what does it say?
The red exclamation mark goes out of my screen but yes, i checked the city screen and had no penality. Also, the penality appears on the F3 screen so it's easy to check. Finally, when you get the penality, you have a "positive" supply deficit, while you can have negative supply available without the production hit :crazyeye:

Just fired up a new game and spammed nothing but units to generate an oversupply. I did not get any excess-unit leeway (much less 4 units) before the production penalty kicked in. Are you playing the patch (I am, but I'm not seeing what you see)? Are you playing any mods, which might mess up the supply limit counter? If not, you should consider posting these images and a save game in the Civ 5 - Bug Reports forum.
 
I ran into similar situation as the screenshot. Maybe there is a 20% allowance, above which the support penalty kicks in?
 
I'm thinking of something else. Trade units. Those are maintenance free (speaking of money), maybe they also don't add to the support limit, but for whatever weird reason, they are counted in the total units, thus giving those weird results.

This is with the patch, and without mods.

This seems like the most likely explanation to me.
 
Just noticed in my current OCC game, i have -2 supply remaining but don't get production penality. Anybody knows when this does trigger?

I think it is set at 10 % of your support level. I have noticed in my Assyria game, I am at or over the limit most of the time, and I remember being able to go over 3,6,8, 9 units over the limit. I am not sure about the number (10%) but it does grow as my support levels increase. It could be question of time, but I doubt it, as my army expanded rapidly with recent conquests and so did the support limit and the excess.

Hmm just looked at this page, 10% does not fit, there might be era modifiers or different accounting for non-combat units once the supply deficit is reached.

also I think it would be better if it affected unit combat strength rather than empire production, but it would serve less as a deterrent to CoD in that case and AI would prolly overbuild and end up with useless army. There are enough negative combat modifiers as it is.
