Units have all improvments from start

Im quite new to Civ5 but I've spent past 3 days digging wiki, forums and googling to see if anyone had a similiar issue but I cant find anything that explains this behaviour.

I've tried various version of GEM (like 4 I could find).
Another issue is that on turn 2 my warrior unit gets infinite movements points and he doesnt uncover terrain (it says 2/1 or 1/0 points)

This sounds like a version mismatch. What version of civ5 are you running? Should be something like 1.021.
It's possible there are other problems (clear cache, clear mod folder of other versions of gem)

Try the steps here and see if you can produce a log file to document the error if everything is running up to date and the cache/folder is clean.
