Units move when not commanded to do so

I've been having a problem with the game. Sometimes I'll be doing something such as, fortifying a unit. Then all of the sudden my stack of units starts attacking the enemy city, or pop out in an adjacent tile when I'm pretty sure all of their movements points are used up. This not me giving them advanced orders to move. I don't have any mods and have the latest c3c patch.

I've never heard of this. Have you been using the Go-To command? (ie; clicking and dragging on a unit?)
