[GS] Units stuck after liberation?

I helped liberate a city-state that had been captured. Unfortunately, I came up just slightly short of what was needed to take the city so my partner in the liberation got it. (We were down to the wire on time.) Now I have four units apparently stuck in the city-state territory that I can't move without starting a war. I had one that was right next to my territory and I was able to move that one, but the rest are more than one tile away from mine or neutral territory. Is there any way to get my units back without starting a war?
 
That is weird. Must be a bug. War is probably the simplest option. Grabbing suzerainty of the city-state would allow you free access to move around in its territory. The only other way I can think of is using a culture bomb to grab tiles away from the city-state.
 
I thought of the suzerain route but my partner in the liberation ended up with 9 envoys and it's going to be a while before I can compete with that. Where I really messed up was when I made peace with the civ that took the city-state in the first place. He was willing to give me just about anything to make peace and I didn't think to demand open borders. I'm trying for a culture win so I may just leave the units where they are until I have need of them. Going the war route will annoy my partner civ with whom I have a good relationship. It would probably survive the grievances, but I don't need the units right now so I guess I'll leave them there.

The alternative really depends on your income etc. You could just kill them (save on maintenance) andmthen rebuild them as necessary elsewhere. Of course, if your cities are all tied up on production and your gold flow isn't great, this may not be a great option.
 
I finally got them back. I've been semi-turtling and haven't met all that many city-states. I was already suzerain of all but two so when I got a big envoy award I dropped them all on that city-state and became their suzerain. Immediately moved my units off, which turned out to be smart because I lost suzerain status just a few turns later.
