Voted caravan. IMHO we need lots of trade routes for our economy to flourish. A courthouse could do some good, but we will probably get democracy in not too long. 
IMHO we should not build yet another trireme. Pellaken built one here because he thought we needed one more to attack Viroconium (this was not the case). There was no poll decision about that, nor is there any to build more. And Unknown City already has too many units to support.
Could we move a worker from the fish to the shielded grassland?

Yes, I agree that we definately do not need a 2nd trireme there yet, but I think we should change to Courthouse
