Unlock the editor

I've got Civ3 this Christmas, and I want to make a civ3 scenario.
Can someone tell me how can I unlock the Rules editor in the scenario editor?
I would appreciate some help.

No problem.

Double-click Civ3Edit...
Click 'Tools' at the top of the screen...
Untick the 'Use Default Rules'...
Ok the warning sign that appears...
Then select 'Rules' (also at the top of the screen)...
Lastly, select 'Edit Rules'.

from here on you are on your own! Have fun.

No problem. under Tools, click off "use default rules". After that, edit til you puke
