Unobtainable cultures

There are a lot of cultures that have no description how to get them. EG, Athenian.
Others have a description but don't include the tech you need for it to show.
Some of these i randomly see pop up in the game and others i never see even with all resources and base cultures.

Is there an exact file where i can have a look at these?

Can we update every culture to state exactly what is needed?

Most of the cultures are WIPs and are only half prep'd for inclusion in the game and thus are frozen in a there but unobtainable state.
