Unplayable world builder maps - feature or a bug

As it stands for me now anytime I use a map I make using the worldbuilder with ROM2.8 the ai will build 3 cities and then stop. I've been deep into several games so i think they ought to have more cities by then. This happens regardless of map scripts or game speed.
